about the coding for the cursor, you should put it in the body

body {

  background: {color:Background} url(‘{image:Background}’);

  margin: 30px 0px 0px 290px;

  font: Normal 10px {font:Body};

  color: #666;

                cursor: url(), progress;

}

and if you want to change the cursor when hovering over a link you place them over  

a {

  text-decoration: none;

  color: {color:Links};

cursor: url(), progress;

}

a:hover {

  color: {color:Links Hover};

  text-decoration: none;

cursor: url(), progress;

}

it still depends on how your theme is being coded. *mine is springfield*
